Well this is an old post, but for starters you probably want to take a tiered-discipline approach.
Start with verbal warning, explaining consequences if the behavior continues.
Escalate to verbal and written warning which goes into employee file.
Take action and let the employee go if they still continue causing disruptions, documenting everything of course. The solution itself is simple, but implementing it can be difficult if you're new to it. Ultimately, you will gain the respect of your whole crew once they see you are serious. It really is like a child testing his father.
